Considering the period when this movie was made, a lot of the racial stereo types weren't as bad as it's contemporaries. It would seem to me that the message of it's time would be "Can't we all get along" considering the diversity of the Kids at this point.
Taken in context this movie is pretty pregressive. And silly.

A riot in racism!
This East Side Kids film's original tagline: It's a RIOT in RACES! should be changed to: It's Riotous Racism! Loaded with a little too much ethnic stereotyping, in my opinion. The one star I give it is for the Bowery Boys, who are usually safe for an enjoyable film. This particular film leaves a bad taste...

Mugs
Mugs aspires to be a jockey but he's afraid of speed and weighs too much.
So he beats up another jockey to get him to ride in Mugs' stead.
The race is won and everyone is rich.
But in the next movie everyone is poor again for some unknown reason.
